According to a recent notice of the Department of Homeland Security (DHS), USCIS will carry out a trial for updates to the current naturalization test. The naturalization test consists of the following components: reading, writing, civics, and English proficiency. The reading and writing portions of the naturalization test are standard. The trial’s objectives are to evaluate a civics component with updated format and content and a revised English-speaking component.
A direction to evaluate the naturalization procedure issued by President Biden’s Executive Order 14012 aims to review the naturalization process. To improve existing standards, in response to direction, USCIS subject matter experts conducted reviews the naturalization test and suggested redesigning the speaking and civics test. The suggested changes are in line with the feedback that USCIS has received from several stakeholders.
According to Ur M. Jaddou, director of USCIS, the naturalization test is a crucial stage in obtaining a U.S. citizenship. She stressed that as USCIS continues to update and improve the existing naturalization test, USCIS ensures that it is compatible with industry testing standards. USCIS encourage comments from - and the participation of - stakeholders who are familiar with this vital process.
Based on comments from stakeholders regarding the naturalization test's structure and uniformity, updates will be evaluated throughout this trial. Volunteer community-based organizations (CBOs) that assist immigrants learning English as a second language and lawful permanent residents getting ready for citizenship will assist USCIS in conducting the experiment.
To take the trial test, USCIS will look for roughly 1,500 people enrolled in adult education classes. The agency might modify the naturalization test based on the trial's findings.
Following national engagements with interested CBOs, USCIS will post a call for volunteer CBOs on Citizenship Resource Center. The trial is anticipated to last for five months in 2023.
