When interpreted in immigration terms, the bill does not involve increasing or accelerating the number of visa applications for high-skilled workers. Rather, the legislation includes a new visa category (W-visa) for foreign entrepreneurs of start-ups and allows foreign nationals who hold doctoral degrees in science, technology, engineering, and math, to be exempted from annual green card limits. The provision also provides for dual intent for those Ph.D. holders in STEM.
